On Wednesday, the House Revenue Committee received public testimony on a controversial measure seeking a new funding mechanism for the County Assessment Function Funding Assistance Account (CAFFA) program. HB 2088 requires county assessors to set aside three percent of all property tax collections and submit those revenues to the Oregon Department of Revenue to distribute as CAFFA grants.
